Shelly N. Bailey, P.E. Mr. Bailey has approximately 50 years of civil engineering experience. He Headed the Concrete Laboratory for 11 years, where all Calif. concrete materials were evaluated. This work that led to the ASTM specifications and testing methods used in the several billion dollar California Water Project. For 10 years, he Headed California Dept. of Transportation's QC/QA Unit of the Materials and Research Laboratory. Mr. Bailey has provided engineering design services that included the installation of a 11,390 feet of 72" and 66" diameter feeder line to the Sacramento Regional Sewage Treatment Plant; one-quarter of the cable system for Sacramento Cable Television; light rail line starter systems; and cathodic protection systems. He has recertified over 160 PG&E's distribution substation's Spill Prevention Control and Countermeasure (SPCC) plans; developed a system of roof repairs for H.U.D.'s experimental housing; and provided survey and design services for several highway projects. Mr. Bailey is Co-Founder of the Northern California Council of Black Professional Engineers (NCCBPE) and two-term President; 1997-98 ASCE President, Sacramento, CA Section; and past President of the Amer. Concrete Inst. (ACI), North. Calif. Chapter. He has served as an Expert Examiner for California to register Quality Engineers. |
